最近有朋友在談"反數位圈地"（好像是一個不錯的碩士論文題目?），剛好看到幾則相關的資訊，記之：

我自己有一個部分相關的計畫，想了半年，等有空時(?)再來好好寫一下。

立法院「網際網路多媒體隨選視訊系統」使用及管理要點 ：

七、使用者之行為限制
本系統使用者不得有下列行為：
（一） 本院影音訊號不得做為任何形式之商業目的、廣告、促銷、宣傳、政治目的、選舉或訴訟使用。
（二） 非經本院同意不得以其他網站連結本系統之影音訊號。
（三） 本系統之影音訊號不得重製、修改或提供與他人。
（四） 不得複製、解譯、拆解、或以其他方式試圖探究本系統軟體之原始碼，亦不得使用任何資訊技術取得本系統之使用者名稱及密碼。

在網頁上按滑鼠右鍵，會告訴你"請尊重智慧財產權"。這有兩個問題：

1. 智慧：裡面的演員，一般來說，有智慧嗎？
2. 財產權：這是誰的財產？不應該是公共財嗎？
